VITALY ARKHANGELSKY SUCCESSFUL BEFORE THE FRENCH COURTS: RUSSIAN BANK ST. PETERSBURG MUST UNDERGO CRIMINAL INVESTIGATION

Paris, 29 June, 2012 – Today was released Court decision made in Nice on 19 June 2012. The prominent Russian Businessman, Vitaly ARKHANGELSKY, 37, has obtained a very important decision in his favor from the High Court of Nice (France). Thanks to this decision, he is now a step nearer to the proof of the 750 million € fraud of which he has been the victim in 2009, orchestrated by the Bank of St. Petersburg and some high profile authorities of the St. Petersburg Region. Recently, the Court of Appeal of Aix en Provence refused for the second time to extradite the businessman considering he would not be granted a fair trial in Russia and is under a risk of inhumane treatment (i.e. torture) if he is extradited.

According to this decision, Bank of St. Petersburg’s managing staff as well as authorities that have presented forged and fraudulent documents to the Court must now be investigated by a French Criminal Investigating Judge and cannot obtain enforcement of Judgments obtained against Arkhangelsky in Russia until the Criminal Investigation has come to an end.

Monsieur le Président de la République,
Vous venez d’être élu à la magistrature suprême. Nous vous en félicitons et vous adressons tous nos vœux de succès au service des Françaises et des Français.
Notre démarche est celle de citoyens français, russes et européens, révoltés par les fraudes électorales ayant accompagné les dernières élections en Russie cette année, et qui s’opposent à l’accaparement du pouvoir par Vladimir Poutine et aux violations des droits de l’Homme en Russie
Parmi ceux d’entre nous qui ont la citoyenneté française, certains ont voté pour vous lors de ces dernières élections, d’autres, sans doute, ont choisi votre adversaire, mais tous ont suivi avec attention les débats contradictoires et fournis de cette campagne électorale et ont apprécié la chance de pouvoir faire leur choix en leur âme et conscience, dans le respect de la Constitution et de la procédure démocratique.
Malheureusement, les citoyens russes aujourd’hui sont privés de cette possibilité.

Last week, the Investigation Chamber of the Court of Appeal of Aix-en-Provence rejected for the second time the request for extradition of one of the authors of this article (Vitaly Arkhangelsky) accused by the Russian State of fraud and money laundering. His co-author, residing in London, obtained similar protection from the British government for the first time in 2003, and since then the courts and authorities of Great Britain have rejected all successive requests for his extradition.
For the past several years, a wave of expropriation of businesses for the benefit of police dignitaries, public prosecutors and bureaucrats has been prevalent in Russia; these actions go unpunished under the protection of the police State. Deprived of their property, thousands of businessmen are imprisoned on the basis of falsified penal charges. These businessmen include owners of the petrol giant Yukos, as well as heads of small companies that were confiscated by ravaging local civil servants. The Russian judicial system does not work since it is allied with the corrupted authorities and serves as an instrument for blackmail rather than protection. Statements of American diplomats revealed by WikiLeaks concerning the transformation of Russia into a “virtual mafia state” which “saw the borders between the authorities and the criminality erased” are not exaggerated.

La semaine dernière, la chambre d’instruction de la cour d’appel d’Aix-en-Provence a rejeté pour la seconde fois consécutive la demande d’extradition d’un des auteurs de cet article (Vitaly Arkhangelsky), accusé par l’Etat russe de fraude et de blanchiment d’argent. Son coauteur, résidant à Londres, a obtenu pour la première fois en 2003 une protection similaire du gouvernement britannique, et, depuis, les autorités et les tribunaux de Grande-Bretagne ont rejeté toutes les demandes réitérées de son extradition.

The corruption of the chiefs of Saint Petersburg Bank

The director of Saint Petersburg Bank, Aleksands Savelyev and two of his deputies – Irina Malysheva and Konstantin Balandin have been included in the list of the corrupt.


Proof of their complicity is presented by Vitalij Arkhangelsky, owner of the Oslo Marine Group. He states that the management of Saint Petersburg Bank have, for the last three years been engaged in the destruction of his business and have instigated a criminal case against him, which is fabricated.


Having studied the available documents, the International Anti-Corruption Committee has concluded, that they contain sufficient evidence for commencing an investigation of a corruption case involving Savelyev, Malysheva and Balandin. They have all been included in the list of the corrupt and the IAAC has begun gathering evidence as to their participation in corrupt schemes.


Once our lawyers have gathered all the evidence, this corruption case will be turned over to the European community, with demands to prohibit these people from entering civilised countries.
