Education

1992 to 1997 Economic Faculty of the St. Petersburg State University. He graduated with a distinction, majoring in Economics. He then undertook postgraduate study at the St. Petersburg State University of Economics & Finance. He also attended postgraduate courses at Viadrina European University (Frankfurt-Oder, Germany) by President Eltzin personal scholarship, Trondheim Business School (Norway) by Research Council of Norway personal scholarship (twice), a number of courses on International business in Limburg University (Maastricht, Niderlands), Oslo University, Frankfurt University (Germany) and Technical University Ilmenau (Germany).

Dr. Arkhangelsky made a number of public lectures as visiting professor to Helsinki Business School, Bodo Business School (Bodo, Norway), Muenster University (Germany), and has written more than 120 scientific publications on international business and insurance in Russia, USA, Norway, Argentina.

Dr. Arkhangelsky occasionally runs courses at Makarov Marine Academy (St. Petersburg) and St. Petersburg State University of Economics & Finance.

Dr. Arkhangelsky was born on May 23, 1975, in Alma-Ata.

Committee Membership


Dr. Arkhangelsky is a member of the: All-Russia Union of Insurers, Union of Russian Shipowners, Yedinaya Rossia political party and Working Group of the Union of Industrialists of Russia and EU-Member Countries for the Questions of Modality and Containerization.

Since September 2007, Dr. Arkhangelsky has been a member of the Transport Council attached to the Government of St. Petersburg (former Council for Coordination of Transport Activity in St. Petersburg, attached to the Government of the city).

He often participates in official governmental delegations of St. Petersburg with the purpose of studying the European experience in developing port infrastructures and international business. He recently joined the St. Petersburg Government & Trade Delegation to Germany (May 2007), to Japan (April 2008), Finland (April 2009), Russian-Singapore Business Forum (Singapore, September 2009), IV Russia-China Economic Forum (Beijing, October 2009), Trade&Industrial Forum of Shanghay Cooperation organization (October 2009), Russian National Exhibition in Chicago (November 2009).
During number of years Dr. Arhangelsky is participating in Saint-Petersburg Economic Forum (Saint-Petersburg), International Banking Congress (Saint-Petersburg), MIMIP (Cannes, France), EXPOREAL (Munich, Germany), NorShipping (Oslo, Norway), Poseidonia (Athens, Greece) etc.

Dr. Arkhangelsky is a member of Expert Council of the Committee of Economic Policy and Entrepreneurship of Federal Parliament (Duma). Dr. Arkhangelsky is a member of advisory Council on the changes of legislation of the Banking and Finance Committee of Federal Parliament (Duma). He is also personal advisor to a Member of the St. Petersburg City Parliament and to a Member of the Leningrad Region Parliament.

Since December 2007, Dr. Arkhangelsky has been a member of the Marine Council attached to the Government of St. Petersburg, as well as a member of the Marine Council attached to the Government of the Leningrad Region.

In 2004, Dr. Arkhangelsky received the ‘Manager of the Year’ diploma in the ‘Insurance’ category, a competition organised by the Free Economic Society of the Russian Federation.

In 2008, Dr. Arkhangelsky was awarded by a medal of Russian Shipowners Association for his contribution to port and shipping development.

Dr. Arkhangelsky is appointed to be a member of the working group on the Saint Petersburg regional transport and logistical complex development by the Decree of the Ministry of Transport of Russian Federation N IL-45-r, issued May 3rd 2008,.
In March 2009 Dr. Arkhangelsky was elected as a Board Member of Association of Sea Commercial Ports of Russian Federation.

Dr. Arkhangelsky is the General Director and majority shareholder of Oslo Marine Group (‘OMG’), which was established in March 2001. OMG initially acquired ScanMarine Consulting Ltd, an insurance and reinsurance broker. Over the next few years, he then established a number of new businesses and built OMG into a successful trading group which now encompasses a range of businesses including insurance, port operations, shipping, leasing and timber trading.
